Building (Amendment) Regulations 2014
I am writing to inform you of the Building (Amendment) Regulations 2014 (S.I. 2014/2362) (the “Amendment Regulations”) which were made on 4 September 2014 and laid before Parliament on 8 September 2014. The Amendment Regulations amend the Building Regulations 2010.
Scope of this Circular Letter
The guidance in this Circular Letter applies to buildings and building work in England, and also to excepted energy buildings in Wales.¹

Coming into force date
The Amendment Regulations come into force on 1 October 2014. There are no transitional provisions.

The Amendment Regulations revoke the authorisation of:
•HETAS Limited only in respect of the installation of oil-fired combustion appliances or oil storage tanks and the pipes connecting them to combustion appliances; and
•BSI Assurance UK Limited only in respect of third party certification of electrical installations in dwellings.
As neither scheme operator had any registered members carrying out these types of work no transitional arrangements are needed in respect of any work being carried out.
