What enforcement action you can expect if you are:

managing an occupied higher-risk building as an accountable person and are not meeting your duties to manage building safety risk

a client, designer or contractor and are not meeting your legal duties to comply with building regulation for higher-risk building construction or work, including refurbishment

a building control body or registered building inspector and are not meeting professional conduct rules or operational standards rules

Section 1 is for duty holders for higher-risk building management or construction. For management, this is any accountable person. For construction and building work, this is when you get building control approval from BSR.

Section 2 is for local authorities, registered building control approvers or registered building inspectors.
