1.I am directed by the Secretary of State to draw your attention to the Building (Amendment) Regulations 2017 (S.I. 2017/856) (“the Amendment Regulations”), which were made on 5 September 2017 and come into force as in paragraphs 5 to 7 below.
2.The purpose of this Circular is to:
•draw attention to these amendments and explain the changes they make to the Building Regulations 2010 (S.I. 2010 No. 2214);
•announce the revocation of the authorisation of two competent person self-certification scheme for all types of work for which they were authorised; and
•announce the change of name of another competent person self-certification scheme.
3.The Annex to this Circular sets out in tabular form all the changes to the Building Regulations 2010 made by SI 2017/856.
APPLICATION OF THE REGULATIONS
4.The changes made by these Amendment Regulations apply in England and to excepted energy buildings in Wales.
REVOCATION OF AUTHORISATIONS
5.The Amendment Regulations revoke the authorisation in Schedule 3 to the Building Regulations 2010 of Benchmark Certification Limited to operate a competent person self-certification scheme in respect of all types of work for which it was authorised. This revocation takes effect on 1 October 2017.
6.The Amendment Regulations also revoke the authorisation in Schedule 3 to the Building Regulations 2010 of BM Trada Certification Limited to operate a competent person self- certification schemes in respect of all types of work for which it was authorised. This revocation takes effect on 28 February 2018.
7.The Amendment Regulations change the name of the Network Veka Limited scheme to Assure Certification Limited in respect of all types of work for which it was authorised. The change of name takes effect on 1 October 2017.
