1.I am directed by the Secretary of State to draw your attention to the approval of the publication of a new edition of Approved Document L1B, 2010 edition (incorporating 2010, 2011, 2013, 2016 and 2018 amendments) and of the publication of a new edition of the Domestic Building Services Compliance guide, 2013 edition incorporating 2018 amendments. The guidance in the publications comes into force on 6 April 2018, subject to transitional provisions.
2.The purpose of this Circular is to:
•draw attention to the publication of the amended Approved Document and Compliance Guide and their formal approval by the Secretary of State;
•give notice of the withdrawal of approval of earlier editions of the Approved Document and compliance guide; and
•set out the transitional provisions which apply.
SCOPE OF THE CHANGES
3.The new editions of the Approved Document and Compliance Guide will provide guidance on compliance for building work carried out in England.
NOTICES OF APPROVAL AND WITHDRAWAL OF APPROVAL
4.The formal notices of approval of the new editions and withdrawal of approval of the previous editions of the Approved Document and Compliance Guide, given under section 6 of the Building Act 1984, are at Annexes A and B of this Circular.
TRANSITIONAL PROVISIONS
5.The new editions of the Approved Document and Compliance Guide will come into force on 6 April 2018 only in respect of:
•work where a building notice or initial notice was given or full plans deposited on or after that date; or
•work where the contract for the provision of the work was agreed on or after that date in cases where no notification to a building control body is required.
6.The current editions of the Approved Document and Compliance Guide will continue to apply in respect of:
•work commenced before 6 April 2018;
•work where a building notice or initial notice was given or full plans deposited before 6 April 2018; or
•work where a contract for the provision of the work was agreed before 6 April 2018 where no notification to a building control body was required.

| NOTICE OF APPROVAL OF A DOCUMENT FOR THE PURPOSE OF GIVING PRACTICAL GUIDANCE WITH RESPECT TO THE REQUIREMENTS OF THE BUILDING REGULATIONS 2010 | ||

| The Secretary of State hereby gives notice under section 6 of the Building Act that, in exercise of the said powers under section 6, he has approved the documents listed below for the purposes of giving practical guidance with respect to the specified requirements of the Building Regulations 2010 (as amended). This approval takes effect as listed in the table below except in respect of work commenced before the coming into force date; work which has not commenced but was notified to a building control body before the coming into force date; or work which has not commenced and which does not require notification to a building control body where the contract for the work was agreed before the coming into force date. | ||
