The Building Safety Regulator (BSR) holds information about high-rise residential buildings in England.

High-rise residential buildings are known as higher-risk buildings under the Building Safety Act 2022. They have at least:

7 storeys or are at least 18 metres high

2 residential units

The building must be registered as a high-rise residential building with BSR before people can live there.

BSR holds information about the building’s principal accountable person. This is the organisation or individual responsible for the safety of the building’s structure, external walls and roof.

The principal accountable person registers the building with BSR, and tells BSR if any information it holds about the building changes.

BSR holds information about the building’s accountable persons. These are organisations or individuals responsible for safety of the building’s common parts used by residents, such as:

corridors

lobbies

staircases

If there is only one accountable person for the building, they are the principal accountable person.

For each structure within a building, BSR holds information about its:

height

number of floors

when it was built
