NEW GREEN DEAL MEASURES
NOTICE OF APPROVAL FOR CALCULATION METHODOLOGIES
I am writing first to inform you that the Department of Energy and Climate Change (DECC) has confirmed some additional measures that will be introduced into the Green Deal, and to clarify where such measures are notifiable building work under the Building Regulations and whether there are competent person scheme installers who may in some cases self-certify the work where it is notifiable.

I am also writing to inform you that we have issued a new notice of approval for the calculation methodologies for CO 2 emissions, fabric energy efficiency and energy performance certificates for new buildings.
Scope of this Circular Letter
This Circular Letter applies to local authorities in England carrying out building control functions. It also applies to local authorities in Wales carrying out building control functions in respect of excepted energy buildings1.

The following table sets out the new measures which DECC have confirmed will be introduced within the domestic Green Deal later this year when commercial Green Deal Assessment software is updated; whether in the Department’s opinion they are notifiable building work under the Building Regulations; and whether there are competent person schemes for the measures. Where notifiable work was carried out by an installer not registered with a competent person scheme it would need to be notified to a building control body in advance in the normal way.

Notice of approval of methodologies of the calculation of the energy performance of buildings
Regulations 25, 26, 26A, 27, 27A and 29 of the Building Regulations 2010 require that the calculation of energy performance of new buildings shall be carried out using a methodology approved by the Secretary of State under regulation 24 of those Regulations.

To coincide with the coming into effect of amendments to the energy efficiency requirements of the Building Regulations on 6 April 2014 a notice of approval for updated approved methodologies has been issued. The notice of approval and guidance on it is available on the GOV.UK website at:

The coming into effect date for the approved methodologies is 6 April. The notice sets out what buildings to which the updated methodologies will apply and when previous versions of the methodologies may continue to be used.
