INTRODUCTION

This document contains revisions to the following Approved Document:

•Approved Document L: Volume 1 – Dwellings - Conservation of fuel and power

In exercise of their powers under section 6 of the Building Act 1984, Welsh Ministers have approved the revisions set out in this document.

The amendments to the approved document take effect on 31 May 2024. The amendments do not apply in any case where a building notice or an initial notice has been given to, or full plans deposited with, a local authority and either the building work to which it relates:

(a) Started before that day; or

(b) is started within the period of six months beginning on that day.

Please note that “building notice”, “initial notice” and “full plans” have the meanings given in the Building Regulations 2010.

Main changes made by the 2024 amendments

The guidance has been amended to rectify errors and insert a missing paragraph that have been identified post publication.

Section 10:

-In paragraph 10.15, replace ‘4.11 to 4.19’ with ‘4.15 to 4.23’.

Section 11:

-In paragraph 11.1a replace ‘11.2 to 11.11’ with ’11.2 to11.12A’.

-In paragraph 11.1b replace ‘11.12 to 11.22’ with ’11.13 to 11.24’.

-In paragraph 11.1c replace ‘11.23 to 11.39’ with ’11.25 to 11.44’.

-In paragraph 11.1d replace ‘11.40’ with ‘11.45’.

-After paragraph 11.12, insert:

‘Windows and Doors, Building Services, Design and Installation Standards

11.12A Paragraphs 11.35 to 11.40 should be followed in relation to windows and doors. Paragraph 11.41 should be followed in relation to building services, and paragraphs 11.42 to 11.44 should be followed in relation to Design and Installation Standards.’

-In paragraph 11.26, replace ‘section 3’ with ‘paragraphs 11.2 to 11.12A’.

-In paragraph 11.41, replace ‘4.11 to 4.19’ with ‘4.15 to 4.23’.
