Where the letter says we, this means the Welsh Government. We are making changes to a part of Building Regulations called Approved Document M (access to and use of buildings) 2004 edition including 2010 changes. The changes to Approved Document M will start on 3 January 2023. The aim of this letter is to tell you about the changes. And how we will manage the change.

The guidance in this circular applies to buildings and building work in Wales.


Approved Documents give guidance to builders and designers about how to follow Building Regulations. These are the rules to make sure people are healthy and safe in and around buildings.

You will have to follow these rules when building and designing new buildings. Or when you are making changes to an existing building.

You will not have to follow the new rules:


▪ If you have already given a building notice or an initial notice to your local authority. ▪ Or you have already given full plans to your local authority and: – the building work started before 3 January 2023 – or will start by 3 March 2023.
