1.I am directed by the Welsh Ministers to inform you of the publication of a revised version of the Welsh Government Building Control Profession Charging Scheme that will take effect from 1 April 2025.

2.This Circular letter applies to the building control profession in Wales.

3.The Welsh Ministers make and publish a charging scheme that details the charges to those registering as building inspectors and building control approvers. The amounts of the charges are set on cost-recovery basis.

4.The charging scheme is published here: Building Safety Regulator charging scheme.

5.The charging scheme has been reviewed and updated to reflect changes to the costs incurred for the delivery of the Welsh Ministers’ regulatory functions for the building control profession.

6.Changes made are a. to the quoted hourly rates, b. adding the ability to recover costs relating to third parties such as experts, where required, for all regulatory functions, and c. minor changing to some wording to improve clarity.

7.It should be noted that the ability to recover costs related to third parties such as experts was already in place for the majority of functions.

8.The upfront charges for registration of building inspectors and building control approvers remain unchanged.

9.The revised charging scheme will take effect on 1 April 2025.
